Taiwanese citizens can apply for a Vietnam temporary residence card (TRC) either online via the Ministry of Public Security portal or in person at the provincial Immigration Office where their sponsor is based.
Applicants must have a valid passport (at least 13 months remaining), a visa matching their entry purpose, and supporting documents such as a work permit, marriage certificate, or investment license depending on their case. The processing time is usually around 5 working days once a complete and valid dossier is submitted. Government fees range from USD 145 to USD 165 depending on the card’s validity.
A Temporary residence card (TRC) is a document issued by Vietnam’s immigration authority that allows a foreign national to legally reside in Vietnam for a fixed period without needing to apply for a new visa each time.
In practice, a Vietnam TRC is usually issued with a validity of 2 to 10 years, depending on your status and purpose of stay (employment, investment, family relationship, etc.). Holding a TRC makes your stay more stable and simplifies many administrative procedures in Vietnam.

Eligibility for a Vietnam TRC for Taiwanese citizens
To apply for a Vietnam temporary residence card for Taiwanese citizens, you generally need to meet the following conditions:
Valid passport: Your passport must be valid for at least 13 months from the submission date.
Correct entry purpose: You must have entered Vietnam for a lawful purpose that matches your supporting documents, such as:
Working in Vietnam,
Investing/business,
Visiting/being sponsored by family.
You fall within the TRC-eligible categories under Article 36 of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam.
No immigration violations: You must not be subject to entry bans or exit suspension under Article 21 and Article 28 of the same law.
Temporary residence declaration completed: You must have a valid temporary residence registration at your local police authority where you stay (your landlord/hotel often handles this, but you should always verify it is done correctly).
How to apply for a Vietnam temporary residence card for Taiwanese citizens
You can apply in person or online. Choose the route that best matches your situation and document readiness.
Option 1: Apply in person at the Vietnam Immigration Office
Where to submit:
At the Provincial Immigration Office (under the provincial Police) where:
The sponsoring company/organization is headquartered, or
The sponsoring individual (Vietnamese spouse/parent) resides.
Step 1: Prepare the correct dossier
Gather documents based on your case (work, marriage, investment, parent sponsorship). Use the checklist in the “Required documents” section above to avoid missing items.
Step 2: Submit your TRC application
Submit your dossier to the Immigration Office.
Step 3: File review by the authority
Immigration officers will verify:
Document validity,
Consistency of purpose of stay,
Sponsorship information,
Legal status of the company/sponsor.
If anything is missing or not acceptable, you will be asked to supplement or correct the dossier.
Step 4: Pay the TRC fee and receive the receipt/appointment slip
Once accepted, you pay the government fee and receive:
a payment receipt,
an appointment slip for result collection.
Step 5: Collect your TRC
Return on the appointment date with the receipt and appointment slip to receive the result.
You may also request postal delivery (depending on the local Immigration Office and postal service guidance).
Option 2: Apply online via the Ministry of Public Security public service portal
Log in using an account issued via the national public service portal.
Choose login with an electronic identification account issued by the Ministry of Public Security.
Select Online public service submission, then search for “temporary residence card”.
Choose the service: Issuance of a temporary residence card for foreigners in Vietnam, then select Submit application.
Step 2: Upload documents and submit the online application
Select the authority that will handle your file, then continue.
Upload your prepared documents and complete the required information fields.
Review all information carefully (names, passport number, sponsor details, dates).
Enter the verification code and click Submit.
Step 3: Submit the original hard-copy dossier to Immigration
After the online submission, you still need to send/submit the original hard-copy dossier to the Provincial Immigration Office where the sponsor is based/resides.
Typically, within around 1 day, the sponsor/applicant receives a notice to pay the fee online (timing can vary by locality and workload).
Step 4: Receive the result
Processing time is commonly around 5 working days from the date Immigration receives a complete and valid dossier.
On the appointment date:
bring the appointment slip and payment receipt to collect the TRC, or
request postal delivery if available.
If the application is refused, the portal will usually show the refusal reason.
Documents proving your current purpose of stay in Vietnam (certified copy or original + copy for comparison)
Step 2: Submit the dossier and pay the renewal fee
Submit at the Immigration Office and pay the renewal fee (often cited as USD 10, but it can change depending on policy updates and local implementation).
Step 3: Processing and result
Processing may take 5–10 working days.
If approved: you receive a renewed TRC with updated validity.
If refused: you may be required to resolve status issues and/or exit Vietnam depending on the case.
Report the loss immediately to the local ward/commune police where you are staying.
Obtain a loss confirmation letter.
Prepare a re-issuance dossier (including the loss confirmation) and submit it to the Immigration Department/Office.
This step helps prevent problems related to misuse of identification documents.
If your TRC is expired or close to expiry
A TRC has a fixed validity. You should start renewal or re-issuance at least 5–7 days before it expires. If you overstay or let the TRC expire without renewal:
You may face administrative fines,
And in serious cases, be required to exit Vietnam.
Why many Taiwanese applicants struggle with self-applying
A TRC application looks straightforward on paper, but delays usually happen for predictable reasons:
Regulations and practice change over time
Government requirements can change, and local application practice can differ between provinces. If you prepare an outdated set of documents, you risk rejection or repeated supplementation.
Long processing when the dossier is incomplete
A single missing notarization, wrong form version, or mismatched purpose-of-stay document can result in the file being returned—adding days or weeks.
Translation, notarization, and consular legalization requirements
Key documents (marriage certificates, investment documents, work-related papers) often require:
If any of these steps are done incorrectly, Immigration may not accept the documents.
Online submission errors
The portal submission requires correct file formats and clear scans. Applicants commonly run into:
upload errors,
rejected files due to format/size,
mismatched information fields.
Electronic account setup can be confusing
Online filing often requires an electronic identification process. Many applicants get stuck at account verification and cannot proceed with submission.
