Cases Where Form NA7 is Used
Form NA7 is used when Vietnamese citizens wish to sponsor foreign relatives to apply for temporary residence cards in Vietnam. The sponsor must be at least 18 years old and have full civil legal capacity.

Instructions for Filling Out Form NA7

(1) Fill in the Immigration Department or Immigration Management Division of the Provincial/City Police where you have permanent residence.
Section I: Fill in Sponsor Information
1 – Full Name: Enter the exact full name of the person sponsoring the foreigner
2 – Gender: Check the male or female gender box
3 – Date of Birth: Fill in the date of birth of the person sponsoring the foreigner
4 – Permanent Address: Accurately fill in the permanent address of the sponsor according to the household registration book.
- Temporary Address: Fill in the temporary address of the sponsor if currently residing elsewhere.
- Contact Phone/Email: Fill in the sponsor’s contact information so the Immigration Department can reach out when verification is needed.
5 – ID Card/Passport Number: Enter the ID card/Citizen ID or passport number of the person sponsoring the foreigner
6 – Occupation: Fill in the occupation information of the person sponsoring the foreigner
- Current Workplace: Fill in the current workplace information of the person sponsoring the foreigner
Section II: Fill in Information of Foreigner Being Sponsored for Temporary Residence Card
- Fill in complete information about the sponsored person including full name (written in capital letters), gender, date of birth, nationality, passport number, relationship with the sponsor (father, mother, wife, husband, etc.).
Section III: Sponsorship Content
(3) The Head/Police of the ward or commune where the sponsor has permanent residence confirms the content in Section I and signs with an official stamp.
The sponsor (relative of the foreigner) signs and clearly writes their full name in the Sponsor section.

Process for Applying for Temporary Residence Card for Foreigners
The process for applying for a temporary residence card for foreigners is as follows:
Step 1: Prepare the temporary residence card application documents for foreigners according to regulations.

Step 2: Submit the temporary residence card application at the Immigration Department – Ministry of Public Security:
Applicants can choose to submit the temporary residence card application online or in person.
Submit in person at:
- Immigration Department in Hanoi: No. 44-46 Tran Phu Street, Ba Dinh District, Hanoi City.
- Immigration Department in HCMC: No. 333-335-337 Nguyen Trai Street, District 1, Ho Chi Minh City.
Submit online through the National Public Service Portal or the Ministry of Public Security Public Service Portal. If required to submit supplementary documents, applicants send them via public postal service according to Immigration Department instructions.
Step 3: Wait for officials to review the application and pay fees:
- If documents are complete and valid, officials will accept the application, print and issue an appointment slip for result collection. Applicants will then be guided to pay fees and receive a payment receipt. If submitting online, payment can be made online and an electronic receipt received.
- If documents are missing or invalid, officials will guide the applicant to supplement them or notify through the National Public Service Portal or Ministry of Public Security Public Service Portal.
- In cases where conditions are not met, the application will not be accepted. Applicants will receive a written response stating the reason or receive notification through the National Public Service Portal or Ministry of Public Security Public Service Portal.
Applications are accepted from Monday to Saturday morning each week, except on Tet holidays and public holidays.
Step 4: Receive temporary residence card application results
- Applicants can come in person to receive results at the Immigration Department, Ministry of Public Security. When collecting results, bring the appointment slip + identification documents + payment receipt for verification. If receiving results via postal service, applicants follow the instructions of the postal service provider.
- If the temporary residence card is not granted, applicants will receive a written response stating the reason or notification through the National Public Service Portal or Ministry of Public Security Public Service Portal.
