What is Form NA14?
Form NA14 is an official letter requesting the issuance of a permit to enter restricted areas or border zones for sponsoring agencies and organizations, issued under Circular No. 04/2015/TT-BCA [1] dated January 5, 2015 of the Ministry of Public Security.

Conditions for Applying for Form NA14
To be able to apply for Form NA14, applicants must meet the following conditions:
- Sponsorship Requirement: Foreigners must have sponsorship from agencies/organizations.
- Official Approval: Must provide written consent to enter restricted areas or border zones from the Provincial People’s Committee in that area.
- Sponsorship Documentation: Foreigners must provide documents proving sponsorship (Official letter from the Immigration Department, Work Permit, etc.)

How to Fill Out Form NA14
Form NA14 consists of 5 sections. Applicants can refer to the detailed instructions on how to fill it out as follows:
Request Information
Request to issue a permit to enter restricted areas, border zones for… foreigners: Fill in the number of foreigners.
List of Foreigners
Include the following information for each person:
- Full name (in capital letters)
- Gender
- Date of birth
- Nationality
- Passport/Temporary Residence Card/Permanent Residence Card Number
- Occupation/Position
- Temporary/Permanent Residence Address in Vietnam
Section 3: Visit Details
- Guest of agency/organization: Fill in the name of the agency/organization
- Request to enter area: Specify the restricted/border area
- Duration: From date… to date… number of times
Section 4: Purpose
State the purpose of entry into the restricted or border zone
Section 5: Guide Information
Provide details of the person who will guide/accompany:
- Full name
- Position
- Citizen ID Number
- Issue date
- Issuing authority
- Workplace

Procedures for Submitting Form NA14
The process for submitting Form NA14 includes the following steps:
Step 1: Fill Out the Form
Applicants need to complete Form NA14 according to the detailed instructions in the section above.
Step 2: Submit the Application
After preparing all required documents, applicants submit the application at the Provincial Police Immigration Management Department.
After receiving the application, immigration management officials will verify its validity.
- If the application is complete and valid: Applicants will receive an application receipt form and pay the fee.
- If the application is incomplete: Applicants will be guided to complete the application.
Step 3: Receive Results
When results are available, applicants receive them at the Reception and Result Return Department of the Provincial Police Immigration Management Department.

The fee for applying for a permit to enter restricted areas and border zones is 10 USD per permit.
