Who Needs to Submit Form NA12?
Applicants need to use Form NA12 when they wish to apply for long-term permanent residence in Vietnam. According to Article 40 of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam 2014[2] the conditions for granting permanent residence to foreign citizens are as follows:
Eligibility Categories and Conditions
Category 1: Foreigners with Contributions to Vietnam
Applicants: Foreigners who have made contributions to Vietnam and have been awarded state honorary titles or medals by the Vietnamese state.
Conditions:
Must have legal accommodation.
Must have a stable income to ensure livelihood in Vietnam.
Category 2: Foreign Experts and Scientists
Applicants: Foreign citizens who are experts or scientists.
Conditions:
Must have legal accommodation.
Must have a stable income to ensure livelihood in Vietnam.
Must be nominated by ministerial-level agencies or government agencies managing the state in their professional field.
Category 3: Stateless Persons with Long-term Residence
Applicants: Stateless foreigners who have temporarily resided in Vietnam continuously since before 2000.
Conditions:
Must have legal accommodation.
Must have a stable income to ensure livelihood in Vietnam.
Must have continuously resided in Vietnam for 3 years or more.

Ability to Guarantee Livelihood if Granted Permanent Residence in Vietnam:
Accommodation: Provided by sponsor or living in sponsor’s house / Applicant buys or rents own house
Financial Capacity: Source of finance (Sponsor provides financial support or sustenance / Self-sufficient)
Current income level: calculated in VND
Request Content:

Required Documents for Permanent Residence Application
According to current regulations, the permanent residence application documents for foreigners include the following:
Permanent Residence Application Form (NA12).
Judicial Record issued by the competent authority in the country of which the applicant holds citizenship.
Official Letter requesting permanent residence settlement from the representative agency of the country of which the applicant holds citizenship.
Notarized Copy of Passport.
Sponsorship Documents.
Other Documents if required to be supplemented according to regulations.

Processing Time for Permanent Residence Application
Initial Review Period: Within 04 months from the date of receiving complete documents, the Minister of Public Security will review and decide on granting permanent residence. If additional information is needed, the review period may be extended, but not exceeding 02 months.
Notification Process:
The Immigration Management Department will notify the application result in writing to the permanent residence applicant and the Provincial/City Police where the foreigner is applying for permanent residence.
Within 05 working days from receiving notification from the immigration management authority, the Provincial/City Police where the foreigner is applying for permanent residence will notify the foreigner of the result.
Card Collection: After receiving notification of approval for permanent residence, foreigners must go to the Provincial/City Immigration Management Police Department where they applied for permanent residence to receive their permanent residence card within 03 months.
