IMPORTANT UPDATE: New Policy Effective August 7, 2025
Under the new regulation Decree 219/2025/NĐ-CP [1] (effective August 7, 2025):
Faster processing: Work permits are issued within 10 working days from the date a complete file is received. If refused, the authority must reply in writing within 3 working days with reasons.
Issuing authority: Provincial People’s Committees handle issuance, re-issuance, extension, and revocation. If a company operates in multiple provinces, the head-office province is in charge.
Simplified dossier: The labor-demand explanation is now integrated into the work-permit dossier (Form No. 03).
